Telecommunications Surcharge:  This fee is collected for the underlying telecommunications network infrastructure, and the associated costs of regulatory compliance and to develop a more efficient service with improved technologies.  The efficiencies achieved by improving the service and support infrastructure have not completely offset the increases in cost.
